Those looking for family members from outside Chile who are traveling here should contact their respective embassy. It helps if your relative has registered with the embassy, and I really can't vouch for the effectiveness of other embassies, but the U.S. Embassy was really helpful in contacting us, making sure we were OK, and keeping us informed of our options.
There's also a new Google app, the Google Person Finder: Chile Earthquake, that may be helpful for those trying to reach family members who are citizens of Chile. Again, I haven't used it and can't vouch for its effectiveness.
Some people, especially those in regions V through IX, are still without electricity and internet service, and cellphone service is still terrible.
